Committee Memberships

frocktDavid serves on the Senate Higher Education, Ways and Means, and Law and Justice Committees where he has fought for stable funding for higher education and financial aid as well as better counseling for our students to address the growing student loan debt crisis. David has previously served on the Transportation Committee, the Trade and Economic Development Committee, and the Health Care Committee, where he worked to implement health insurance exchanges in Washington in order to expand health care to hundreds of thousands of the more than one million in our state who are uninsured.


The Senate Higher Education Committee considers issues relating to the state’s public and independent baccalaureate colleges and universities, public community and technical colleges, private career schools, and workforce training.  Issues include governance and coordination of higher education, accountability, the development of a highly skilled workforce that will sustain Washington’s economic vitality, financial aid, tuition, campus safety, and the licensing of private colleges and career schools.


The Senate Ways and Means Committee is the primary fiscal committee for the Washington State Senate. The Committee has responsibility for developing operating and capital budgets and tax and pension policy.


The Senate Law and Justice Committee considers a wide variety of subjects relating to civil and criminal law, including issues involving public safety, law enforcement, sentencing, and corrections. Civil law topics include commercial law, probate, firearms, eminent domain, Consumer Protection Act remedies and processes.  The Committee also oversees family law issues such as marriage, child support and adoption.
